Tennessee’s scenic beauty is under threat.
House Bill 1021, like its counterpart Senate Bill 735, would eliminate amortization for non-conforming billboards in Tennessee. Amortization is a long-standing, common-sense tool that allows communities to phase out billboards that don’t comply with updated local ordinances, offering fair notice and reasonable timeframes for removal.
Without amortization, Tennessee communities would lose one of their only effective ways to reduce billboard blight. Instead, outdated, non-conforming billboards could remain indefinitely—cluttering our landscapes, harming property values, and undermining local control.
This bill is bad for Tennessee’s scenic character, bad for community rights, and bad for the environment.
